Would I be able to make a character for Kamen Rider Arc, but have it so that Arc's powers work more like J(starting out small and having the ability to grow large)?

Bio: A street punk from Shinjuku, Kenji dropped out of high school after failing to graduate, and left home to go his own way. He studied the occult and interested himself in satanic rituals, but decided not to do anything with them out of common sense. He took up a bookstore job to make end's meet, and took it unto himself to explore the back alleys of Shinjuku, learning what he could from those who lived in the streets while he himself lived at a youth hostel. He has attitude problems's though, but he's a lot more logical than the average person, while at the same time going against the grain and sticking to his own opinions, which might lead some to think of him as stubborn, but he'll also take whatever risks it takes to get by. All the while, he used a local internet cafe to keep in touch with a childhood hobby: tokusatsu, so he bacame a member of Henshin Justice Unlimited and it's kept him content all the while

Two questions.

1) Are submissions closed?

2) Does every character have to be a Rider? Because I think my character really should be a kaijin. A kaijin who's considerably more reasonable than most and willing to be an ally, like a more protagonist-grade Nazca, but still a kaijin.

(If you're wondering "Why would a kaijin work with Riders?"... well, hell, she's not stupid. She sees how monster vs. Rider battles tend to go. She'd much rather be on the Riders' side than the other monsters' side, all things considered.)

I changed my mind, IXA would be a bit too much of a goody two-shoes kinda rider, so I chose Arc so I could play a character with a bit of a dark side

Bio: Shade is a unique Kivat in many ways she is one of the few capable of taking a human form. Shade knew that she had immense power and she made it clear that she didn’t want just anyone handling her power: She wanted someone capable, someone strong. Her strength eventually attracted Will towards her, who was seeking power in order to keep the Fangires in line. Will challenged Shade to combat and managed to defeat her and Shade swears loyalty to only him. To this day, she remains fiercely loyal and often over protective of Will. Since hearing of Will's disappearance, she begins to travel in search of a way to reach him.
