It was probably just a lie though. The Riders were supposedly fighting to protect their own worlds, and the Blade Riders even teamed up with Undeads to fight against Kiva's Riders which were allied of the Fangire... but it turned out that the Undeads were working for Apollogeist and the Fangires the entire time, fooling the Blade Riders, so the part about needing to kill the Riders of the other world probably wasn't true either.
 
This is entirely possible (though, I think, also a sign that Decade's writers are making up their setting rules as they go along). Decade is a show where the viewers have been told a LOT of things that have turned out to be incorrect or outright lies.

Every show is going to be confusing, thats how they get viewers. So they can try to unconfuse themself. Its part of the cycle we call life:laugh:

Do you seriously want me to list out every show for five-year-olds I've ever seen that handled interdimensional travel in a way that wasn't confusing? It would be a long list. It would include quite a lot of Toei-produced tokusatsu, too!

Writing for kids is no excuse for writing something stupid or inconsistent. If anything, it's less of an excuse! Adults accept that human knowledge of the universe is always changing a little, so there will be surprises. Kids generally need to understand the universe through very concrete rules.
