You could always have Kadoya come back as Agito, who was like Kuuga in a sense.

I can be NEW Den-o actually if I wanted. NEW Den-o was Kadoya's partner in the previous HJU RPG after Hibiki died. NEW Den-o went missing afterward near the end and I think the belt is still intact. I could have Kadoya obtain NEW Den-o's belt after he passes on his Kuuga powers to Smilodon's character. Of course I could also either pass my Imagins to Smilodon or keep them for Kadoya's new powers.
Or I can use my original Rider, Kamen Rider Legend from my fan-fiction that is on hiatus. But he would need to be toned down

Returning From Either RPG?: Y
Bio: Kadoya was previously involved in the wars that took place years ago as Kuuga. He was part of the team that took action to combat the evil forces of Kamen Rider Gaoh. He returned a second time to help aid the team once again when evil rose again. However, he is now back at home, in his own world. He remembers nothing of those times. His previous allies, his friends the Imagins he befriended may have disappeared due to this. Now in his own world he still does things to help as many people as he can.
His personality is unchanged though, Kadoya still retains that passion to help people and protect them if needed. His values and views on the world may conflict with people but he keeps doing what he feels is right.
His powers as Kuuga has been passed down to another user in the world. But he obtains his deceased partner and close friend's powers from the previous wars as a replacement, Hibiki's tuning fork. However this is unknown to him. Kadoya hopes to change the world. Unknown to him he will once again have to become involved in the world that was forgotten.
