It wasn't really the show that made Den-O a hit, it was it's characters (and when I say "characters," I mean the Imagin) and ability to extend it's longevity with the ending that it had.

That rating was due to a giveaway promotion they were running during Superhero Time that week. (I'm not picking on OOO, W's ratings always shot up when they did that, too.)
Seriously guys, remember: ratings often have very little to do with the content of a given episode.

It remains to be seen. It's a bit hard to gauge a trend when half the episodes are outliers.
