How does the ratings work? How much people is 10% watching? Is 10% the population of the people currently watching in Japan or specific region?

It'd be 10% of the people are watching that show in that show's timeslot, out of all the shows thy could be watching in that timeslot.

It's why where you place a show can be just as important as the show itself.

I want to double-check what you're saying here. It sounds like you're saying that Japanese ratings only use the "share" system, so that there would always be a 100% ratings "pool" to be divided among shows currently airing. But that wouldn't seem to make sense to me, given the way late night programs rate versus prime time shows, so I want to check if that's what you're saying, since otherwise my perceptions are way off...

Okay, cool. I checked the J-Wiki page and I do think it's the other way around; it's measuring the "points" rather than the "share", using the terminology Aoi Kurenai explained earlier. Here's the relevant portion:

「視聴率」はその時刻にテレビの電源が入っていた世帯からの割合で測るものではなく、調査対象世帯全体に対する割合である。たとえば、100世帯がテレビ視聴率計測の対象だったとして、その内1世帯がテレビをつけていたとする。しかし残りの99世帯がテレビを消していた状態の場合、つけていた1世帯が視聴していた番組の視聴率は100パーセントではなく1パーセントとなる。電源が入っていた世帯からの割合で測る場合は、それぞれの局の割合を「番組視聴占拠率」と呼ぶ。

Ah, gotcha. I was saying it's 10% of the current surveyed people watching shows in the timeslot, i.e a 7.7% means say 77 people are watching Kamen Rider Double out of 1000 surveyed in the timeslot. Without the clarification, my original explanation would always add up to 100%, while yours could add up to anything as some surveyed could not be watching anything. Slight delineation, but necessary.
