Old Riders have gotten upgrades in the form of new and updated materials being used for their suits. The thematic of the suits themselves has not gotten a redesign, but they certainly look modern in comparison. They modernized them without changing the image.
That's only true if you only look at the original up to Stronger though. The modern suits that they use sometimes are worse than the suits we had starting from the Skyrider era.

Black and Black RX also had some clear downgrades in that same movie. Now, the Rider 1 and 2 suits were rebuilt well there, but even they have gotten cheaper props before. I just think that if they got redesigns by current Toei, they'd be able to go with suits that they can build more consistently, like the Heisei crew, who don't seem to suffer nearly as much when they go with lower quality suits.
If they paint over that Rider 3 design with Rider 1 and 2 colors you'd have an immediately recognizable Rider 1 and 2 that also would look more modern. Takayuki Shibasaki didn't seem to have problems redesigning some abilities of past Riders (like Stronger's new electricity effects, the wave-like Electro Fire, X's new effects for his "X" the effects around Rider 1 and 2's Rider Punches and Kicks, Rider 1's new transformation sequence before the final battle) or even giving them new abilities altogether (X using his X as a projectile, his sword going into a beam form like Faiz's, Shin using energy claws). So, I guess if there's any chance at all of a redesign happening, it'd be this time, especially with Rider 3 making it rather cheap since they can just reuse the suit's mold. If it doesn't happen here, I guess it means we really won't see something like that ever going forward.
Regarding 'new forms', there's that statement from Tetsuo Kurata about a new transformation, although it could just reference a new sequence. Still, looking at the suits in Rider Taisen, a new form could happen just because they'll likely have to rebuilt the Black RX suit anyway, if they're giving him a big role this time. Black RX seemed to have one of the best remade suits back in Vs Dai-Shocker, likely due to his tv appearance, but the suit they were using the last movie was clearly inferior to the original.
