You kidding me, bro? Toei knows that housewives and teenage girls can watch KR if it interests them. That's why we have leads that are prettier than most girls alive as Riders at the moment. I mean, it's not like I'm complaining about the gay friction, but Kamen Rider has a pretty huge market in lonely girls.
There's a good reason that Decade's FFRs involve him standing behind another dude, telling him "Ooh god, yeah, this might tickle a little." and turning the rider into a phallic object that he either rides, shoots, or slashes with. Complete with moans. I can't tell you how many Pixiv art has exploited this, and I can't tell you with a straight face that the director and writer (of the first nine worlds, of course) didn't imagine this would happen.
On that note, I still hate Yonemura horribly for killing Amaki and Todoroki. That said, I still hated him horribly for making Zanki and Ibuki childish rivals in the original Hibiki world. Meh.
