idk, rereading that and seeing "In the Rider Battle, Decade will become a Devil" part, the rider battle is expected to happen for the movie. Narutaki's just a guy trying to stop Decade before the Movie, but since the movie is happening, we all know he'll fail.

Narutaki is not a villain. He knows Decade can kick cosmic amounts of ass, but he just needs motivation. That's why Narutaki drops Hoppers and Kaixa on him. It's why he sent in Kivala to spy on the Hikari Crew. "What world are they going to next? Ah good. I'll have something waiting."

What Narutaki wants is for Decade to rise against his creators, and destroy their world.
