Okay, cool. I checked the J-Wiki page and I do think it's the other way around; it's measuring the "points" rather than the "share", using the terminology Aoi Kurenai explained earlier. Here's the relevant portion:
It says Ratings ("Shichou-ritsu") represent not the portion of people currently watching TV, but the portion of the total group surveyed. For instance, if you have a survey group of 100, and only 1 of them is watching TV (with the other 99 tuned out), then the show that person he is watching would get a 1% rating, not a 100% rating. The term for the percentage of people currently tuned in is "Bangumi Shichou Senkyo-ritsu."
