I'd go with Den-O, for a few reasons. the four forms had main forms had easy access switching, and with each different form came a different fighting style, and the DenGasher was quite versatile, especially considering a few of it's modes had both short range long range capabilities. even when powered-up, he retained some versatility. Climax Form's ability to use any mode of the DenGasher and had Punch, Kick, and Shout Modes. while Liner Form wasn't quite as versatile as the others, the way Ryotaro emulated the four main forms fighting styles changed things up, and the RyuGun could be use as a projectile weapon.

But you've only seen from Den-O to Double.

I don't see how it could be anything but W outside of that little problem of no real defense form (but that's what physics-defying bullets are for!)

Well, Double does have Metal.
 
doesnt RX count as Heisei now?

Kamen Rider Black RX is also part of Heisei Era after Kamen Rider Black Showa Era ended. to me RX has best among Riders especially can use Robo Rider's Vortech Shooter, Bio Rider's Bio Blade and Revolcane. he's the first Rider when comes plan the situation as Kuuga's but expect to Minami Kotaro's RX Form several times.

well Kamen Rider W's not the fast of those form change which suggested by Philip's strategies using different ideas while Shou-chan trying to figuring out which form best for him especially Luna Metal or Heat Trigger. but despite to be balanced Rider in terms good in speed and defense.

i bet Decade is only all-around fighter using Ride Booker can change Sword Mode or Gun Mode. he's the Rider formidable in ranged and melee. in his Rider Forms were changed it tactically.

first Kuuga is alright the fast-paced changing forms when he first using Pegasus Form holding a gun into Pegasus Bowgun, some episodes about Titan Form either a katana or some bike handle into Titan Saber, but most of all is Dragon Form can find any stick or metal bar can turn into Dragon Rod. Godai's situation makes obvious for him fighting against an opponent which weapon could best out in combat.

i forgot Nega Den-O can be balanced better than Den-O switching forms. the Den Gasher can changed Sword, Rod, Axe and Gun modes. and his skill kick out Den-O (sorry for the Imagins. if weren't for Kiva they are now game over. without Kiva must use strategies. if only Ryoutaro had potential as Godai's but large disappointment lesser than Shinji in many ways.)
 
I wanted to say Decade......then I remembered that Decade basically got PWN'd that one time in the Agito arc with Gills taking off his Decadriver.

So um..........actually it might still be Decade. If you want a reason why, watch his 2 movies LOL.

Decade = pure example of a "God-modded Rider"
 
Production-wise, since Toei categorized it as a Showa-era KR, then it is. Toei's classification whether a show is Showa or Heisei isn't probably based on the calendar, but probably the style in which the show was conceived. I don't think they really classified the Showa shows as "Showa shows" during the time of their airing since it was all the same back then, I think when they came up with Kuuga, then they used the differentiation of Showa and Heisei eras to emphasize that Kuuga is a new-age Rider.

id agree there. the den gasher was a pretty versatile weapon. able to be utilized into different weapons.

correct me if im wrong. but what happens when momo is the only imajin present? its been bugging me before. if he needed gun form and momo happens to be the only imajin available. can he still switch?

also yeah, kiva COULD have had a pretty versatile arsenal, had it not been screwed up in terms of writing and overshadowed by emperor form. bashaa for ranged, garulu for close combat, dogga for heavy armor and kiva form for melee. too bad they were pretty much one hit wonders
