Most Flexible Heisei Rider?

Just wanted to get some thoughts. Which Heisei Rider do you think is most ~flexible~ in terms of capabilities? i.e a Rider who can fight at long range, melee range, whatever--with or without weapons, etc. I know most of the Heisei Riders have some weapon or capability or other, but I'm not sure which of them would, in a random or other fight, be capable of handling pretty much anything.

Most of the articles/threads seem to hint that Ryuuki is the most balanced Rider, but I'm pretty partial to Faiz from a quick look at his gear loadout (Hand to hand, ranged gunfights {including Rate of fire}, defence, sword, high speed, firepower, etc).

EDIT: And no, I don't care what someone here says, Accel is as inflexible as a cast-iron bathtub.

well. W does fit the bill, except when switching forms. he's pretty balanced and tactical

kuuga had pegasus for long range, dragon for close combat, mighty for melee and titan for heavy duty bashing

hahahahaha. does that tub come with wheels?
 
im more partial to think it would be either kuuga or W considering the amount of form changes each one has, however i havent seen kuuga yet but im guessing his form changes are not as fast as Doubles and double half changes will also increase his ability to adapt to a situation much faster
 
In my point of view, not to boast or anything, Kamen Rider Psyga is the best Hiesei Kamen Rider of them all in terms of those specifications that you've listed by virtue of non-form changing characteristics.
He fights in the air with all ranges using his Flying Attacker, he is agile and fast, he is armed with punches and kicks and also a pair of tonfa blades which if only they were more expounded, Psyga could've been more badass than he was in the movie. Too bad, T. Inoue screwed the wonderful white new suit that was made of pure win which is very rare considering that he was the first and only white, blue and violet flying Kamen Rider to ever come with double weapons expertise turned to waste.

Now as for the FCA (Form Changing Ability) a tie goe to Kuuga, for he is excellent in most fields with the form changing ability and then to W for they are having the same thing.

kuuga does change forms pretty quick. no frills no gimmicks

Not only does he have the form changes, but the assistance of the Memory Gadgets too...they can be used for offensive purposes, as seen in a few episodes.
 
Kuuga, that's fair--but isn't he limited by the fact that he needs an appropriate device to turn into a weapon? I.E. he needs to borrow a gun for Pegasus Bowgun (not sure if he ever used anything else for the Bowgun).

I think Kuuga's form changes are faster than W's, based on what little I've seen of Kuuga (and of course Kuuga in Decade). W has to switch Memory gadgets, Kuuga doesn't (but needs a device to tunr into the appropriate weapon)

Not really sure with Psyga. I felt that the flight pack was more of a hindrance than a help when fighting on the ground. It seems pretty bulky, IMHO (yes, I watched 555:Paradise Lost). Don't think Psyga had a Rider Kick or Punch, or a pistol-sized gun---or did he?
 
Faiz doesn't seem flexible to me at all, he shares the same problem with Kuuga's enviromental problems, he needs his equipments around. That means if I lock him inside a room, he will only be able to use his Pew Pew Phone. But yeah, I am betting all on Kuuga and W on this.

well, he could use in general any gun shaped object. not specifically a gun.:sweat: just so happens ichijo was kind enough to lend his pistol. :)
