Merely crossposting it but nerefir posted a more accurate translation of the tweets, which for some of them make alot more sense:

That's pretty much what happened. In fact, the dub stops right before "The Wedding" arc, cutting out the latter half of Season 2 of MMPR altogether. It only came back on "Super Channel", which carried on the dubs from then onwards, once Turbo was available to work with. Also Lightspeed's dub ended up being cut down to only 24 episodes, skipping a large number of random episodes including:
-Riding The Edge
-A Matter Of Trust
-Cyborg Rangers
-Up To The Challenge
-Curse Of The Cobra
-The Fifth Crystal
-The Chosen Path
-Yesterday Again
-The Great Egg Caper
-Ocean Bluel
-The Last Ranger
-Olympius Unbound
-Neptune's Daughter
-In The Limelight

Can anyone figure out if there's a pattern to this or some explanation for these omittances?

It's possible, at least in terms of Zeo, that as Ohranger was kind of regarded as a black-sheep at the time (due to the political climate in Japan after a massive Subway attack and the Great Kanto Earthquake, which is partly why the latter part of the series and Carranger took such a massive tone shift), they wanted to avoid having controversy resurface and, instead, intended to possibly bring back the show when things had quieted down. Then Carranger became a hit, and Power Rangers was supposedly making a big "revival" with the Turbo movie, so they probably thought: "Why not give it another go?".

And yet oddly enough "Power Rangers Zeo-Full Tilt Battle Pinball" (or at least a modified version as it was simply retitled "Power Rangers Pinball") was released in Japan three days prior to it's release in the U.S.

On a related note, I only just really noticed the new episode titles they created. Though most are at least similarily themed to the English counterparts, some are a bit interesting. A good number of them are typical Japanese titles like "Launch! Turbo Power" (Shift Into Turbo), "Resurrection! Silver Ranger" (Survival of the Silver), "All out Battle!" (Grunchor on The Loose), "Super Train Megazord, Sortie!" (Rising From Ashes), or "Desperate Aquabase" (The Fate Of Lightspeed Part I) and so on (on a related note can anyone give a better translation of this for "The Fate of Lightspeed Part 2"/"ライトスピード最終任務!"? I only end up with "Lightspeed, Last Mission!" but I'm not really sure that's accurate). Others are direct translations or odd, but somewhat fitting, titles such as "Birth of the New Power Rangers!" (From Out of Nowhere), "Kendrix's Soul" (The Power of Pink), "Save Zordon!" (The Delta Discovery). And then there's ones in the really odd category like "Symphony of Hell" (Cars Attacks).

I also dug up some of the "Official" sites for the dubs, if people are curious or would like to give translating them a shot (at least with better accuracy then I could with just Online Translators):
