I am pretty sure they are just showing Accel and Accel Trial, I don't think there's going to be 2 Accel's fighting each other. It's kind of misleading.

According to the official website they were planning on 60 minutes each. The twitter, which is managed by the same people who are behind the official website, said that the complete version of the movies are roughly 70 minutes each.

Both movies are done. Koichi Sakamoto invited some people from Tsuburaya to see the movies. There's a post about this on the Ultraman Zero blog.
There will be an event coming during the end of February which will show the Accel movie and 10 minutes of Eternal's, but none of us here live in Japan so I guess no one really cares about the event.

Have you got a link or more info about the event? Couple of friends in Japan would definitely like to go.
