Yes, that. Even purely from the writing perspective, making him the second Rider is lazy - he's the most obvious and predictable candidate for the role and he's no different from any other standard secondary Rider figure

Oh I thought you didn't want him to be the Rider because he's a big meany but if it's because he's a watered down IXA/AXEL/KAIXA then yeah I totally agree with you.

1. a secondary Rider that isn't a complete prick
2. Kobayashi writes a character who is a complete prick and is treated as such - instead of the fanbase worshipping him (Takeru, Yuuto, Knight ...)

It works for Toei. They'll tell the writers to continue making these characters until Kamen Rider makes half the profits as the year before. Sanjo probably was told to make a Rider like this as well, and he made Terui, but he developed him instead of keeping him static.

Kusaka Masato is a very well-known character in drama and Kamen Rider.

Yuuto wasn't a complete prick he was just immature.(get it cause he was the younger version of the present day Yuuto) That's why he had Deneb who was so motherly. If he was a prick he would of fought Den-O every episode.
