I'm sure they also wanted the Riders fighting in their most famous forms. Power-up forms are usually a bit less iconic than base forms, since the base form usually shows up on most of the toy packaging and other ads.

That's right, you raised a good point. If Decade complete has complete form cards on his chest then it should be the HBV. Otherwise its from the finale. My guess is that the scene with all complete riders will be a very brief one.

That pic is amazing. It'd be extremely sick if each rider was wielding their big f'ing swords though!

If there ever was a roll call, I think it'd be more along the lines of them saying their famous quotes "Walking the path of heaven...", "Ore Sanjou", "I'm just a passing through Kamen Rider". Problem is, I don't recall any others having a frequent phrase. So there goes that down the drain!
