Hmmm, I think I can work with that.
Perhaps there could be a group that's syphoning Rider powers in order to create Core? Eventually, the only ones that are left could be the W Riders.

I think we should skip W's world for the time being then, seeing a no one has fresh idea on how to start it.
Since we've done the touring in most of the worlds... I've been thinking either we should fuse the worlds together combine threats or fight each other for survival, much like in Decade. It would be interesting to start things off swinging, and then once we have a steady and ideal plot, we'll wave off the war and move on to saving it.

Well, G-Den-O is being used by Matrix right now...but he doesn't seem to be around soooooooooo.
I think I'll agree with fusing all the worlds into one, it'll be easier then coming up with ideas and scenarios for 11 different worlds.

If we're staying in W's world, I though a a plot similar to the one RK proposed. We arrive as Utopia attempt to launch the Gaia Impact is occurring, Shoutaro is unable to stop it and Wakana digitized and sent to space. So we would split up in two teams, one to fight Utopia and a newly created batch of Dopants, and the other to go into space towards the satellite and stop a berserker ClaydollXtreme.

I do like the idea of fusing the worlds, it gives us more time without a lag.
I do have an idea for a mini world since we're brainstorming,
Basically, our Rider gear is changed into a deck of cards and its like yu-gi-oh except all of our monsters and magic cards are Riders and rider based.
I say mini world cause I think only like five people could fight like that since there are so many riders (I would say 1 rider from each series would be a good number)
