Action vs. Storyline

You know I noticed that from Heisei toku that the ones more plot focused turn out much better than the rest and end up more revered. Like Kamen Rider Kuuga or the first half of Hibiki.
 
This should be a no-brainer in terms of what's more important to Tokusatsu. When I really think about it, I don't think I've ever seen a Toku where I really gave a **** about any of the poorly-written generic characters or the recycled storylines. What I usually find memorable is stuff like the action, costumes, villains, weapons/abilities, then story arcs last. Action and costumes are the big two.

If we narrowed down the genre to the Toku that have the most unique and innovative stories, there would be like three shows.
 
This is one poll where I can say both is good to have as a choice. If it doesn't balance, then it isn't as great, but story > action by a little I think.

You know what I can name only three Toku shows that are plot and character driven rather than killing monsters.
