Action vs. Storyline

For toku all you need is action, most people that watch toku couldn't give two shits about a decent plot.

For shows or movies in general Storyline is heavily needed, its very tricky pulling off a movie or series thats all action and no story, only very few cases where this worked.
 
An absence or screw-up of either one is going to have a negative effect.

I DO think though that at the end of the day if they're doing a henshin hero action show then they have some obligation to get to the point. The action should be pretty high on the priority list and not waste time with a lot of gratutious things like oh I don't know..Tsurugi running around in school boys pants or spending so much time on the angst of characters that it bogs everything down and the action is sort of an afterthought. But at the same time it can't just be guys in suits hitting each other by itself. The audience has to have some emotional investment in the characters and through that an emotional investment in the action.

So I think it's matter of creators considering pacing and priorities and just realizing what the hell it is they're really there to do.
 
In most cases both, thought obviously if one aspect is better than the other than it should take precedence. Although I have to admit, I've been known to really enjoy all-style-no-substance action outtings (in fact, that's a large part of my movie diet).

That's one of the main reasons I don't really care for Toku anymore; I'm a sucker for dudes in crazy outfits kicking the **** out of each other, but I realized that I honestly just don't give a damn about characters and plot in Toku because they're all so cardboard and just feel like filler (which they are). I tried watching Gekiranger again and I couldn't even make it through two episodes because I was board out of my mind until the fights came.
 
While I prefer an equal balance of both, storyline is actually more important to me. I can forgive crappy action if the plot can at least hold my interest for that half-hour but if the story for that episode is crap, I'll just skip to the action.
