Her status as a female is immaterial to story itself. If the real Shiba was a male the outcome remains the same ultimately. Much like Faith in Buffy TVS, whose point was to show why Buffy was needed as the Slayer. Faith later became her own character, but that requires more time, which FemRed will not have.
FemRed is there solely to shine a light on Takeru, otherwise she should have been introduced earlier in the story.
Are you saying they should have avoided making the True Lord female? Takeru remains the main protagonist, and as such, they have to give him a reason to return. Anything else makes little sense from a writing prespective. As Lynxara pointed out, this doesn't mean they have to make her a complete failure, but they need a reason for him to come back to the role.
