Most Flexible Heisei Rider?

also pointing out the fact that since the arcle is pretty much embedded inside godai, its pretty much putz to take out. like gills pretty much just pulling the belt off decade.
 
Kuuga, that's fair--but isn't he limited by the fact that he needs an appropriate device to turn into a weapon? I.E. he needs to borrow a gun for Pegasus Bowgun (not sure if he ever used anything else for the Bowgun).

I think Kuuga's form changes are faster than W's, based on what little I've seen of Kuuga (and of course Kuuga in Decade). W has to switch Memory gadgets, Kuuga doesn't (but needs a device to tunr into the appropriate weapon)

Not really sure with Psyga. I felt that the flight pack was more of a hindrance than a help when fighting on the ground. It seems pretty bulky, IMHO (yes, I watched 555:Paradise Lost). Don't think Psyga had a Rider Kick or Punch, or a pistol-sized gun---or did he?

NO HISATSUS but the unsuccessfully connected Rider Slash (Tonfa Exceed) because the writer SCREWED HIM UP! This is why nicely designed Kamen Riders found in the movies are ending up in the graveyard of Riders. Why? Here's the list of few of the many who died without the writer's mercy as opposed to G4, who died with principles,
-Femme (the first movie Rider who died with no principle behind her death. Thank goodness, Adness saved her by beefing her up.)
-Ryuuga (another victim but thankfully, he was saved just like Femme by Adness)
-Psyga (victim by the most horrible Face Heel Turned writer of all of Heisei in terms of writing. No Rider Kicks or Rider Punches ever made (I so hope Adness saves him just like Femme and Ryuuga))
-Orga-A victim of fate.
-The Ace Trios of Kamen Rider Blade (must this group be elaborated?)
-etc. We know them all already.
 
For me, I would say it would be Decade since can counter almost anything from the first 10 Heisei Riders. However when comes to anything from W, the Showa Riders, & Sentai that's when he has to improvise.
 
Faiz was equipped with stuff that allowed him to battle varying situations.
Kuuga had some ability to make things around him turn into usuable equipment.

Almost all the Heisei Riders - all need equipment to Henshin minus Kuuga since it was sucked into him at first transformation. But minus that, probably Hibiki is the least equipment dependent Rider. He had innate abilities, oni powers that came after the Henshin - although he did have that pitchfork thing...

And about Faiz, technically, he had the Orph abilities as well on top of the Rider Abilities his belt and equipment gave him.

Hmm, come to think of it, Agito also changed forms. He was pretty diverse as well.
 
Agito changed forms but I can't... actually remember anything very different about them other than the color and weapon. They mostly seemed more like different flavors/degrees of power than something that gave him a flexible range of abilities. I don't recall him having any kind of projectile attacks, for instance.

But I think that was a good thing for Agito, since the point was that no one Rider was all-powerful; the flexibility was spread out among the three of them.
 
I'd go with Den-O, for a few reasons. the four forms had main forms had easy access switching, and with each different form came a different fighting style, and the DenGasher was quite versatile, especially considering a few of it's modes had both short range long range capabilities. even when powered-up, he retained some versatility. Climax Form's ability to use any mode of the DenGasher and had Punch, Kick, and Shout Modes. while Liner Form wasn't quite as versatile as the others, the way Ryotaro emulated the four main forms fighting styles changed things up, and the RyuGun could be use as a projectile weapon.
 
Form switchers are the most versatile Riders. Kuuga and Double top the list, for me.

Kuuga can switch faster but has slightly less versatility (yet a lot of power).
Double switches slower but having 9(!) base forms is helpful.
 
I don't see how it could be anything but W outside of that little problem of no real defense form (but that's what physics-defying bullets are for!)
