So what transfers over into the second game from the first game? I know all of the choices you made, but what about Shepherd's level? Or all the items?

Your choices are the only things that go over. Your level and items, due to tons of gameplay redesigns, will not. The game's supposed to acknowledge if you were a Paragon or Renegade and if you were a level 60 character, but I don't know how that's going to work.

So do we get something special in ME2 if we got to lvl 60 in the first game? what about if you started your save file over on a harder difficulty but didn't finish it? I beat it twice but on my thrid play through I lost interest sadly........should I go back and finish?

I haven't a clue. Bioware hasn't said anything about what you'd get, merely that the game would acknowledge it and adapt it in ways that work with the new gameplay. As for finishing your third run...I'd say so, if for no other reason than to make sure there aren't problems with choices not being made. But really, if you're happy with how things are then just leave 'em.
