Im not an expert and i dont know much about mora. but Im guessing its about how you say the words. Nagasaki, when said, sounds just like how its written. but when a Japanese person says Tokyo or Osaka, the o sound is emphasized. so you get Tookyoo for Tokyo, and Oosaka for Osaka. so its not necessarily syllables, but more on pronunciation.
so for Raion. its two syllables, but the mora is ra-i-o-n
But tthe way Tokyo and Osaka is pronounced buts emphasis on o's, when the word Raion, is just spelt the way Nagasaki is said no emphasis. Of course if you say it fast then sure you only make two sounds, but... argh this is OOO's talk up thread so no derailing from me.
Yeah, that's close enough. I can't think of how to explain it without writing five huge paragraphs that I'm not sure anyone would want to read. (Damn linguistics, so much harder to explain in text.) Feel free to message me if you are interested in hearing the more in-depth explanation, though.
