Are we referring to the character or her looks? Because she hasn't exactly been stellar in either department.

But perhaps with the last two episodes of putting her in a "normal" setting and dressing like a sane woman (Maybe those ugly skirts are, like the cakes, the parts of the job she just goes along with) Kobayashi's setting her up to be the "defector" character once Kougami or Maki pull out all the stops.

I can definitely see the happening.

You don't know if he allowed them. Now you're just assuming stuff. Yeah they awoke at his art museum but security at that place was horrible. Those two idiot robbers were even able to break in. Maybe he knew that it was inevitable and there was no way to stop them from waking up. Which is why he's working on ways to kill them.

Kougami seems more interested in the Medals themselves than the Greeds. By "allowing" the Greeds to revive he can monitor their use of Yummies and then collect Cells and Cores for his own use. Keeping some Cores (and blackmailing Ankh into giving up Cells) ensures that the Greeds don't get too strong as to wreck all havoc. But as of now, I don't think Kougami himself or the organization is concerned with destroying the Greeds for Earth's sake.

Kinda like how Ryubei and the Museum monitored Double closely in order to gather information or in Kougami's case cell medals for their own purposes. While we don't know the purpose of Kougami's Medal Keeping past Birth's weapons, it's safe to assume it's gonna be sinister. Hopefully something cool.
