I think he or she does. Actually, I was talking to a friend the other day, and we were discussing something similar to this. We concluded that if spoilers are dropped for a series, most likely they are from an inside source with intent on raising interest for said series. So all 2nd rider rumors are bound to come from an inside source.

Maybe in the world of toku they see how people react to core ideas, like Wizard's pre-concept of Den-O + history lesson, and roll with people react more positively to...or something.
