Dukemon22's use of "one person" seemed to imply that only Shotaro or Philip could do it alone. Instead the magazine scans make it clear that Shotaro does participate in the creation of Fang Joker, just with his spirit instead of his body.
I wonder if this has to do with how Fang Joker is specialized for fighting tons of dudes, while the forms that use Shotaro's body seem really specialized for fighting one guy at a time.

Shotaro still need to get his own equivalent of an ultimate memory then Fang + whatever will be the final form.
