I'm thinking they may have MORE final form for other riders. Why!? look at Decade Complete Form's Key Touch! It's shinning with Kuuga's symbol! Obviously, Tsukasa must have done something to Yuusuke!

Don't you have any pictures of the prototype-sih costumes? Was it possible to see whether they were rider-like or monsters?

There was the incomplete Kuuga Rising Ultimate costume and some sort of unpainted head which looks like it belongs in the Decade movie (or at least a Showa whatsit). I did not save these as the album was deleted during my viewing of that particular album.

On the 3rd pic that Ryulong posted that shows Ambassador Hell and Shinigami........did the Shocker logo contained the letters DCD?? is that supposed to be there??

It could be for the Movie, as Ryulong said it was from pics of the AllRiders vs. DaiShocker, but maybe later episodes after the movie, "KuugAgito" may be used...ehem, I mean Rising Ultimate Kuuga...

The thing says "K-TOUCH" on it.

And also, these were probably just photos (except the ones of Ishibashi and Okuda in Shocker gear) from Ishimori Productions' costume shop. It is likely that these are all just for the movie, but when have they ever shown a movie only form of a secondary Rider?

That new Kuuga Ultimate form looks great, but it's such a tease... Now I'll be left wishing the other replacement Riders got their own Final Forms too...
