The heisei era sentai and rider belong to the same universe, one movie of the JAKQ (If I'm not mistaken) mentions the Riders battling evil all over the globe which is why tney are not in Japan at that time so who knows.

What? Did that came? Oh my! I wanna see it.

I don't think so. V3's voice actor sounds like the same guy that did Wapool from One Piece.
