Daguba isn't a Rider, he's more like ShadowMoon in those terms. Kino was misguided not EVIIIL! Same with Orga, maybe. Kick Hopper? I'm not touching that one. Where are Gaoh and Nega Den-O? I just like Rey more than Arc.

As for evil Riders, since Agito really has none, Another Agito fits on the role most right now. Ryuki's goes to Ryuga. Duh, he beat Ouja. Then we have Orga. Then Glaive. Kabuki, and Dark Kabuto? Or Caucasus. Then we have Nega-Den-O (or Yuki, or Gaoh). Finally, Dark Kiva (or Arc)...
