Okay, Kamen Rider Fourze's user will be a greaser dressed in 50s clothing with a touch of modern.

The Horoscopes will be a student council who are secretly giving out zodiarts switches to students to become a part of their group to conquer the world.

Of course, those who are a part of the Kamen Rider Club will be adapted too.

Kamen Rider W synopsis idea

[HIDE]In the year 2046 a new breed of Technology known as Nature Drives were developed for the purpose of study in ways to create cures for disease and avoid serious disasters plauging our world, however one fateful day, drives called Terror and Utopia were created by a disgruntled scientist who used the powers of too many drives for his own diabolical studies, the scientist became a creature called a 'Dopant' the 1st Dopant known as Utopia, his goal to use Nature Drives for his plans to conquer the earth selling the Drives like street drugs to create more Dopants, so that those who use them will lose their humanity and become his servents with several cases resulting in success, however Utopia's wife stole several Drives and reworked them to be used against her husband and his psychotic schemes she sends a Device to her son and her 'Purified' Drives to use them against Utopia, her son however needs to find a second person, after that happens the two become Kamen Rider W to fight the Dopants, stop Utopia and bring an end to the terror caused by the Drives[/HIDE]

And here would be my Five Bad Band

Big Bad-Utopia
The Dragon-Terror (though he would be set up to be the Big Bad at first, and then the 1st appearance of Utopia would have him revealed to be nothing more than 2nd-in Command, sorta like Darth Vader)
The Brute-Smilodon
Evil Genius-Nazca
Dark Chick-Claydoll (dies around Episode 20) and is replaced with Taboo

Weather, Eyes, and Commander would be recurring villains as well along with Kamen Rider Eternal being an Anti-Hero who wants revenge against both Eyes and Utopia for an atrocity they caused 9 years ago.

So, it would be based off of the elements of Batman Beyond meets Kamen Rider and some parts of Dick Tracy in the "Not-Too Distant Future".

Student Council's as cliche as teachers.

It's not like Fourze can get any more stereotypical though, with all the jocks and cheerleaders, so it really doesn't break anything that's not already broken.
