So, Lunatic did help Kotetsu out. He was able to sniff out that someone was behind it. Even he was not able to access the files for Kotetsu and Wild Tiger.

The creators in an interview explained it somewhere in this thread. They said she was just a running gag in the series, but they decided to keep her going after a while.
