Decades origin and possible reason why Decade won't destroy the world

My theory: Decade was a shocker creation that didn't go along with the program. He must have been created to destroy the Kamen Riders, cause who better to beat them then themselves, right?

Also, the only reason Narutaki is telling the other riders about Decade and how he will destroy the world, is so that they will destroy him. They use his original purpose as a lie to fuel the other riders to destroy him.
