Who IS the Great Leader then anyway?

Obviously there's no canonical answer to this question and it's been an often asked one in Rider fandom only this time rather than combing over what the series has shown us since Igadevil did a post on his blog that covers that ground really well I'd like to get some theories on what he actually is.

Is he satan? Is he a alien? An angry god? A vengeful spirit? A guy living in his parents basement who attempts world domination in-between shifts at the Sizzler?

Also, is he or it still be pulling the strings of evil even now? Could he be connected to the Grongi, Unknown, Mirror World, Orphenock King, or the Undead or even the Fangire?

The Great Leader is JUDO, which is the main antagonist in Kamen Rider Spirits.
 
The Great Leader is probably the physical manifistation of evil itself. The reason why he kept coming back in the Showa era in a different form was because every time a Rider destroyed him, he came back in a more powerful form, closer to his true form. He is probably a demon so powerful and so evil, even the Devil was like," Man I think he went a little too far with that one."

Also, The only time they will bring back the Great Leader is when they decide to finally end Kamen Rider.

That...could actually work. I always read about Shocker being some sort of Nazi-like group, so it would be interesting. And for those who haven't read it, I got this from Igadevil's blog.

The best source comes from the man himself, creative producer Hirayama Tôru, in the Uchûsen Book Collection Special Edition: Kamen Rider Box volume “My Beloved Charactersâ€, which goes deeper into the backgrounds of a number of the characters in series Hirayama produced, including Kikaida's Professor Gill and Kamen Rider's Doctor Shinigami and Ambassador Hell. The Great Leader pops up in the Shinigami chapter, where we learn, among other things, that our favorite Kaizô-Ningen expert is even nastier than you thought- while hangin' around with the Nazis back in his pre-Shocker days, he used his own former mentor/father figure for experimental fodder while trying to unlock the secrets of prolonging life through remodeling the human body with cybernetics. Brutal. Anyways, Shinigami, seeking a way to revive his cryogenically frozen sister (long story) goes to Tibet in search of a monk by the name of Chan Mao who is said to be able to bring the dead back to life with mysterious, mystical techniques. After a series of events, he winds up in Central America, namely a rock salt cave in Nicaragua, and meets the monk, or at least what's left of him: apparently, he seems to have found a way to transcend his earthly body, and become something else entirely. Or rather, he shed the form and identity of Chan Mao to reveal what he really is: The Leader of Shocker, who asks Shinigami to join him in pursuit of world conquest, and in return he'll figure out how to do something about Shinigami's popsicle-for-a-sibling. The good Doctor promptly signs up, and you know what happens next.
 
So he's some sort of nutjobs who is constantly seeking immortality and went at it with both technology and mystical means before attaining some form of immortality... turning into something else entirely it seems.
