It's one of those unexplained parts of Decade... We know that he hates Tsukasa and anything associated with him a lot, but we don't know why. He also knew about the whole Dai-Shocker's Great Leader backstory and he gets all "I told you so!" during All Riders vs Dai-Shocker when he meets Natsumi there, but we don't actually know what (if anything) Tsukasa did to him in the past.
Narutaki often was shown working alongside monsters in the earlier worlds to kill Decade (like Kivaara in Kiva, Paradoxa Undead in Ryuuki, the giant crab in Hibiki). He was basically using the Shocker remnants in the same way there. He presumably disguised himself as Zol exactly to command them. After he takes a single hit during Super Shocker's final battle, his Zol look disappears, he blames Decade once more and then vanishes from the movie.
