Well, as Dai has indicated above, Zero originally came from the classic M-78 Showa Universe, before being dispatched to the alien universe where Belial was sending his attack forces from. After defeating Belial with the help of what was to become Ultimate Force Zero, he remained behind to mop-up the remnants of Belial's forces, but can now travel between universes as needed with the help of his new Ultimate Aegis that he got from Ultraman Noa. And, apparently, is being ... lured ... to yet another new alternate reality, along with Cosmos and Dyna.
There are basically two classifications of alternate universes in Ultraman: the classic M-78 Showa Universe, and the Heisei Alternate Universes.
All the Showa Ultras, and Mebius and Zero of the Heisei Era; originate in the classic M-78 Universe.
The rest of the Heisei Ultras, like Tiga and Dyna, Gaia, Cosmos, Nexus, and Max, each reside in different realities that have no contact between them. Or rather, didn't have any contact between them. That seems to be changing though, perhaps because M-78 Ultra realizes that they're going to have to defend themselves against pan-dimensional threats, not just threats in their own universe.
