I think you are forgetting the most obvious reason: Dekaranger was the brainchild and pet project of Hideaki Tsukada one of the people who produced the Hurricanger 10 Years After as well as the recent Space Sheriff DVD movies.

When Gekiranger was on the air he said in an interview that he'd tried to interest Toei in another Deka project and fans would have to wait to see if they'd go for it. Looks like he's been waiting for this a while

Why? Arakawa wrote all those crossovers himself (such a the Magi vs Deka movie as well as the Gokai episode)

because Ban is still in the Fire Squad as evidently shown in the photos above, but he was shown with the Earth department in Gokaiger. this means the V-Cinema might be set 10 years after the series finale rather than continuing from what we've seen of them in Gokaiger.

I don't think the Gokaiger episode really had any evidence of him being based on earth. He might've just been sent to deliver the news about the Gokaiger's being cleared.

he was wearing his DekaRed uniform, not the Fire Squad uniform, in that episode.

Look I'm sorry Jacky but I looked at Magiranger vs Dekarager (where he was definitely in Fire Squad) and I can see literally nothing on his uniform to mark him as fire squad there either.
