Well, I have to disagree. We've seen Figuarts DBZ and Sailor Moon as of now. I think the One Piece characters lend themselves well enough to Figuarts, they just need to make stronger use of the Effect Parts sets. The stretchy punching hand they gave Luffy was nice (if not a bit awkward looking), but I'd love to see more variety. There are so many Effect Parts they could make; including more alt. faces to complete that anime look!
What I just don't like is how Bandai tries to use Figuarts and Figuarts Zero in conjunction with each other to complete a line. I know I am not the only one who was disappointed when Terror Dopant was only made into a Zero. Even if the character in question wouldn't have much articulation, like Taboo Dopant, collectors like me would rather have some articulation than none. What I mean is, I think it be better if the 2 lines were treated as separate toy lines rather than one trying to complete the other, and you shouldn't expect collectors of one kind of merchandise to be perfectly happy settling for something completely different.
