The hard part is getting the two halves of the broken circle together once I put one in the hand. If I put the little part back in the hand it only goes in in a way that wont let me put the to halves together.

Did that make sense.
 
You'll some long nose pliers to hold the hand, and then some tweezers to hold the loop.

That's because the upper half of the ring is too small for you to get a good grip on. Might need tweezers to hold it in place or something.

What I'm worried is that even if you manage to glue the ring back into 1 piece, it won't be too durable and might snap again if you move the hand.
 
A joint that small can't be fixed with glue, it's just too fragile. You're best off drilling a hole in the base of the hand and plugging the peg into that hole. Again, don't even try to glue that joint, you'll never get a stable fix.

I would screw it up more if I tried something like drilling it. XD
