But leaving the representation of the villains aside, DaiShocker and DaiZangyack presence in the film is rather limited, all the focus goes to Marvelous and Tsukasa so the big organizations never become a credible threat, and because of that the "big reveal" at the end about them joining forces comes off more as a last ditch attemtp to save face rather than as part of a bigger evil scheme.
That's the main problem of these "heroes are evil!" plots used by some of these crossover movies to me. They generally have to give a lot of focus to the evil heroes in the beginning, so, by the end, when they become heroes again, there isn't anyone left with proper build up on the villain cast.
That's one of the reasons I really wished they'd just use the whole "second, evil Decade" idea from the original Climax Heroes game and the original teaser for Movie Wars 2010. They'd have the obligatory hero goes evil bit, but wouldn't need to make him defect. He could stay as the main villain until the ending and just be killed off there as a separate character from the heroic version... Still, these crossover movies for some reason seem to always avoid using an evil Rider as the main villain, so I guess it isn't likely.
