You may say that, but I never saw a problem with the writing of Den-O(I thoroughly enjoyed the story)
The few times it remembered it actually had a story, it was enjoyable. (At least the premise was). The rest of the time it's Kobayashi and Co. trying to make the whole show about the Taros and their anime-famous VAs.
and Den-O still has the best actions scenes I've ever seen in a rider series, and when it comes to me and KR, action is top priority.
You haven't seen much of Rider, have you? Unless you consider completely one-sided action scenes where the heroes are gods-on-earth great. Most would consider that boring after a while.
I don't really see all that many similarities to W besides how it uses comedy to good effect
They both have the same writing style. (Two-parter arcs with bits of plotline sprinkled in as it goes along). The difference is W remembers to do the second part a lot more than Den-O ever did. Plus W's heroes are more likable. Ryotaro was only a good idea on paper. In practice, he was a joke and was more or less overshadowed by the Taros and their antics anyway. And as the movies prove, he and all the human characters are more or less useless in the end, because the Imajins can just (nonsenically) become Riders now.
