Not so much a theme as a concept that I would like to see would be a rival sentai from the get go. Not necesarily antagonists but a true rival, a competitor but not actively opposed to the main team, or better yet, main characters in their own right. Just something I'd like to see used somehow. Maybe like an old-school tradition team vs. a hi-tech new school team.

I always wanted to see circus themed sentai. Just like how fans been dying to see police (Timeranger, Dekaranger) and samurai (Shinkenger) themed sentai, circus has been my top choice. I would love to see rangers fighting villains with their circus performing technique. It's a perfect follow up to Toqger IMO.
Let's call it Circusger (サーカスジャー）
This is a theme that hasn't done in any tokusatsu franchise (I think), so this would be perfect opportunity to do so.
I mean seriously, if sentai got away with magic theme like Magiranger and Kamen Rider got away with Wizard.... I don't see why this is impossible.
Here's my other choices.
1. Bike/Motocycle (Bikeranger バイクレンジャー or Bikenger バイケンジャー)
This would be another interesting theme as well. Villains can be a group of motorcycle gangs, and it's up to hero motorcycle gangs/group (anti-hero) to save the day. Vehicle, weapons, and mechs (or zords) is going to be motorcycle/bike themed. The team up with Kamen Rider would be interesting as well with theme. However, seeing how audience (e.g. kids) might gets confused with Kamen Rider (especially if the outfit is going to be leather like Go-busters), there's high chance that this might not happen.
2. Marine/Underwater (Marineger マリンジャー）
I think it's possible that Toei would make this theme for sentai.
Interestingly enough, Toei was planning to make a sequel to B-Fighter Kabuto called "Seafighter", which was meant to be sea/ocean version of B-Fighter; however, that concept was dropped in favor of B-Robo Kabutack. I don't think we ever had marine theme tokusatsu in Toei, so this would be good opportunity.
3. Ghost/Ghost Hunters related (e.g. Ghostbusters)(Obakeger オバケジャー or Yokaiger ヨーカイジャー)
IIRC, none of the Toei tokusatsu series has ghost and/or ghost hunting theme (even if they did, they haven't done it for long time). A team of Ghost Hunting or "Yokai" Hunting squad (whether it's professional or High School club), fight and capture ghosts escaped from "ghost/yokai" realm (e.x. different dimention).
4. Construction Workers (Kensetsuger ケンセツジャー)
Team of construction workers, who..... well construct. lol
They fight against group of villains who destroys buildings for fun (...yeah, it sound so generic). After the giant battle, rangers would do their work to reconstruct the building (main highlight). Sounds lame for sentai theme, but it could work out.

A circus-themed Sentai? That oozes with originality, but I'm not entirely sure on the odds of that happening.
As for me, I would love to see another show with heavy influence on mythology/mythical creatures, like Magiranger. That show featured beasts and gods from Greco-Roman, Norse, and even Lovecraftian mythology. If such a season happens again, I'd also love to see the rangers have a knight/crusader theme, but give the series enough differentiation to set it apart from Magi.

Military Sentai would be cool, any police or secret organization Sentai would be awesome. But realistically speaking, it will be either another Ninja Sentai or Animal Sentai. You guys have some original ideas but it won't happen.
I think gobuster was almost like that but didn't work well.
