My only take on this issue is that Onodera is a version of Kuuga that unlike Godai, hasn't matured or really learned about his powers. He seems to be the exact opposite of Godai in a sense that Godai trained for everything and slowly progressed until he has mastered his powers, unlike Onodera who got plucked from his world prematurely thanks to Decade, and was possessed by the stone which may have altered him to reach a different Ultimate Form (Rising Ultimate to be exact) without passing through what Godai has learned through life experience.
The only logical solution I have to why Onodera was still able to keep his Rising Ultimate Form even when the stone was destroyed was that he was altered permanently by the stone (not sure if Rising Ultimate is still his final form in Movie Taisen), hence being able to keep the form, but it is now under his control, whereas Godai had to learn the hard way to control the Ultimate Form.
So Onodera and Godai isn't really comparable for me, and so does Rising Ultimate and Ultimate Form since those are part of 2 different worlds. The 2 forms are just like 2 different branches of the same tree, Ultimate being a sturdier branch due to Godai's experiences, whereas Rising Ultimate being the same level as Goda's branch and not as sturdy because of Onodera's inexperience (at least compared to Godai) but is sharper due to its powers as altered by the stone.
As for the design of the Rising Ultimate Form, I didn't like it on TV since it looks too muscular, but the same thing cannot be said with its Figuarts counter-part which is a thing of beauty. Being a collector of only either main form or final form of a Rider in Figuarts, I pre-ordered Rising Ultimate so it can stand side-by-side with Decade Complete Form, Diend, and Kivaara (once she gets released), but I'm still going to get the upcoming Figuarts Ultimate Kuuga to represent the original series.
