Most Flexible Heisei Rider?

Faiz doesn't seem flexible to me at all, he shares the same problem with Kuuga's enviromental problems, he needs his equipments around. That means if I lock him inside a room, he will only be able to use his Pew Pew Phone.
- Eh. Completely forgot about that. Especially seeing that the Faiz belt (and gear) being filched happened A LOT in the TV series...

Kuuga, that's fair--but isn't he limited by the fact that he needs an appropriate device to turn into a weapon? I.E. he needs to borrow a gun for Pegasus Bowgun (not sure if he ever used anything else for the Bowgun).

I'm not sure he used anything else either but for the staff he uses in Dragon he was shown forming it from a metal railing and then one time even from just a little stick lying on the beach. So it would seem to me that things kind of work the same for Pegasus. If he can get a hold of some even remotely gunlike or gun shaped object he can form the Bowgun.

Hell, he could probably do it with a kids water-pistol.

I would have to say that both Kaixa and Gatack are both suited for any type of attack. Expecially when Kaixa has the full gear at his disposal.

Kaixa has the blaygun for both long rage and melee attacks. As well as the Kaixa Shot.

IN Masked form, Gatack has the vulcans for ranged attacks, and with the additional armor, he can tank. IN Rider form, he has the double caliber and can clock up.

Makes you wonder why Godai didn't keep a piece of clay on him or anything he can use to bend into a certain shape to use in a situation like that...I can picture it now in the middle of a battle...

Godai: Wait Wait! Time out, time out! *Takes out clay, shapes it into a gun-like shape* CHOU HENSHIN! *Clay becomes bowgun*

Just wanted to get some thoughts. Which Heisei Rider do you think is most ~flexible~

Kamen Rider Double Luna-Joker Form!

in terms of capabilities? i.e a Rider who can fight at long range, melee range, whatever--with or without weapons, etc. I know most of the Heisei Riders have some weapon or capability or other, but I'm not sure which of them would, in a random or other fight, be capable of handling pretty much anything.

...crap.

I dunno. Ruling out the one in my head, I would've said Decade, although without the cards he's screwed and it's debatable if he has exactly all the same powers (like does he get Hibiki's healing factor when he becomes Decade-Hibiki? Then again does Hibiki even keep Hibiki's healing factor if the writers forget about it?) Just because he has the abilities, does he actually put them to good use? Seems to depend.

So Kuuga. The original Kuuga. While his belt can be broken, it's hard to actually do that, whereas it's easy to just steal a lot of the others' belts (right off of the Rider, even.) Agito's close, but Kuuga also has a ranged weapon and his forms are more specific in abilities, and if you believe the kiddie magazines then he has control over the elements, though I think this idea either got dropped due to budget or more likely is kiddie mag hyperbole.

On that last note, Kuuga has a form for almost any kind of battle, and he's pretty much good unless he's facing a super-fast really strong guy with a sensory overload attack who is also resistant to kicking, fire, stabby things, and gold. But he'll still probably come out on top because he's got the strongest power of all: good writing! Most of the time.
