He couldn't enter the human world at his own will at the time because he would dry up faster, as seen in episode 40, which is why Shitari had to drag him back to the Sanzu River just so that he could be rehydrated. Plus he was too overpowered, as seen in episode 40 & in the last two episodes of Shinkenger. That seemed like a good reason to not have him do anything until those three episodes.

What about Grandiene? She used her kids into materializing her body, only to sacrifice them for her own wicked means. Her kids were just tools to her.

That was a douchebag thing to do yes, but again he tried to stop both futures which saw his downfall and since Timeranger is pretty much about whether or not you can escape destiny, he really should have thought twice about the whole damn thing, if both futures were set in stone he'd have no chance to stop it, i honestly thought he was being desperate though.

You know, now that I think about it, N Ma was a lot nastier than I gave him credit for; it was no coincidence that he chose Titan as his vessel for rebirth right after Titan pulled his heel-face-turn, nor was it dramatic convenience, N Ma deliberately chose him so that he'd be hunted down and killed by his fellow gods, and then would utterly destroy his body, defiling the entire point of him turning good in the first place.
Yeah, at this point, I'm going to say that Bazoo and N Ma were long lost cousins, they're both that particular kind of nasty.

Hm, most despicable Sentai villain? That's actually a tough one. Most Sentai villains have a tendency to turn out either pitiable, or tragic, or so over-the-top they're unbelievable. (And that's fine; any of those things can be a good villain.)
I have to favor Ryuuya here myself as one of the few Sentai villains I feel could really be despised, because he's one of the few main villains who's a person rather than a force of nature. It is the human ability to choose wrong over right and selfishness over compassion that is despicable. Ryuuya was a character who reflected that perfectly.
