I don't have a whole lot of painting experience and I think it easily shows. But this is what I've been working on for the last few days:

Paints I used were:
Gamesworkshop UltraMarines Blue
GamesWorkshop Boltgun Metal
Ardcoat
Tamiya White

Don't know about wal-mart, but you can try.

But best chance is to try modeling kit shops in your area.

HLJ seems to have stock of some epoxy, so try them if you need

I find that Games Workshop's Super Glue manages to fix anything I apply it to.
