Maybe a little interest would be gained from marketing but then you have the problem that it's a sequel to an obscure series featuring a character that the vast majority of the gaming public doesn't really care about anymore (as much as it hurts me to type those words) so it's a hard sell to start with.
I think that even a stronger kid-targeted fanbase like Starforce or Battle Network would have trouble trying to fill this "criteria" that Capcom want from the fans.
Capcom's begun this killing process long ago. The last 'new' games that weren't a port or collection in the 3 years were Megaman 10 (2010) and Megaman Starforce 3 (JP 2008). This is compared to 2003, where you had a ludicrous amount of Megaman games coming out in that single year.
