Kuuga or Agito

I'm really close to finishing Blade, and I've been thinking about which Kamen Rider to start next. I'm leaning towards Ryuki, but if not, Kuuga or Agito?

Doesn't really matter since they're both excellent. But if you want a near-perfect blend of 'mystery' plot and characterization, go for Agito.

How good is the action in either series?

both series have excellent action. I would say the plot in agito is a lot more interesting than kuuga, but i find kuuga's fight scenes way better.

Agito has good subs. Kuuga has 'alright' subs. If you watch enough subs then it wont be to bad. It mostly get the names of areas and stuff like that wrong....stupid nouns....
Ryuki has really bad subs. I say watch Kuuga AND Agito and wait for TVN to finish subbing the series first. There up to episode 31 or something so it wont take much longer.
