Well see Eiji is busy dealing with his own monsters. While the kamen rider's Kajins are different they do have a connection through Foundation X. It's possible he was following up on Foundation X appearing in fuuto or something.

He doesn't know much about them, but that doesn't mean he never heard about them.

The situation regarding Gaia memories seems to be mostly limited to Fuuto and the Museum. He isn't from Fuuto, so it's perfectly possible that he never faced a Dopant before. Even in Double itself, Akiko initially just called the Dopants "monsters", IIRC.
