That's basically what I meant, I think T1 Eternal Maximum Drive only targets specific memory, unlike T2 that targets everything except T2.
 

I think he is devastated that he couldn't save them all because they are human. So, he decided to use the X-Bicker to change everyone into NEVER so that no one will have to die. Didn't he said his purpose in A to Z? Him saying hell might just wanted to hide his true self...
 

Wasn't it said before that after watching this V-Cinema, you will have a complete view of Daido if you rewatch A-Z Forever. I think this is the reason.
