Go with Kuuga first, and then Black. If for no other reason, Kuuga has been fully fansubbed. Black to my knowledge still has the last three episodes left to be subbed by Century Kings.

Well they finished that very recently.
I just finished Kuuga yesterday and it was a decent ride. Far from my favorite rider or series, but still pretty decent and I appreciate it for what it did for the franchise.
It's interesting how we only get a glimpse of the first fight between Kuuga and Zero told in flashback, but at the same time it's jarring as hell. I thought my episode numbers were messed up and I somehow missed an episode inbetween.
I was expecting from the beginning that Godai would have to repeat what the original Kuuga did to seal away the Gurongi. I like the happy ending we got, though. Yeah, it was kinda sappy, but who DOESN'T like Godai and wants to see him live?
Now I might watch Agito, seeing how it's the only direct sequel from the Heisei era. Looks like the Cheetah Men are taking revenge on the world by killing people and stuffing them into knotholes.
Despite being a sequel, as far as I can tell, NO characters from Kuuga make a reappearance, at least in regards to the main plot. Which is a shame. I wish they had Ichijo be G3. That would have kicked so much ass.

There were references to Kuuga in episode 1 and 2 in Agito. Apart from that Agito is it's own thing. I think the reason for this was that the producers/someone else decided that they don't want a direct sequel because it would undermine all the sacrifices and efforts Godai had made to make the world a better place.

I'd say Agito is more of an aborted sequel. Kuuga's mentioned in the first couple of episodes, but otherwise has nothing to do with Agito's story apart from the background to G3. There's more to link Agito with Ryuki, and that's just some cameos.
Kuuga was decent. I'm watching Black now and I can see how Kuuga is something of an evolution of where Black and RX left off, but also bringing new elements to the table, like the alternative forms. It can get a bit repetative at times, and I wouldn't consider it a must-see series unless you're a die-hard KR fan, but it was interesting and obviously massively important for the franchise.

Kuuga is just so radically different from anything that has come and before it, it's hard to really compare with Showa or Agito-Blade. It's a phenomenal show, but I can see how some people wouldn't understand, especially after the lightning fast pace of some of the shows we've gotten in past years.
But as the first of the Heisei Era...man it had everything you could ever want in a show.
Agito is a magnificent show as well. (Personally better than Inoue's other 'best show' Jetman). Watching Agito from time to time makes you realize that at one point in time before Kiva and Decade, Inoue was a superb writer.

...Good thing I didn't know that beforehand. Agito's really slow, but Kiva is probably the only Kamen Rider show I actually hate.

He wrote Agito and Kiva, also wrote Faiz. Sad to see him dish out crap like Kiva, but oh Haruhi do I never want him to write a Rider series again. That Movie Core Wars OOO part was terrible.
I think around the middle of Faiz is where he started losing his touch. That series had so many moments I wanted to reach into the screen and kill everyone violently because they can't communicate for their life's sake.

Never watched more than one episode of 555, but from what I've gathered the inability to communicate was the running theme of the series, ironic when 555's aesthetic theme is cell phones. It could be done badly, but it sounds a little clever.
