Jam's suit actor seems to be a girl, as shown by set pictures. Unless Sagara gets a last minute gender change, I can't see it happening. Most of the times, males can be suit actors for girls, but the reverse doesn't happen too often.

Well we don't really know that yet. Don't forget that there are a lot of men in Japan that wear their hair long, suit actors included. That could very well be a guy. Hell, even Ryugen's suit actor has long hair in that picture.

But we still don't know what kind of episode will it be, the show's finale or a special episode. I know the latter seems more likely due to the fact that Urobuchi wont be writing it, but we need a confirmation and more detail about the story, too

Sagara being Jam is possible, he can turn into a pile of leaves, into a snake, who to say male is his gender because it seems he can becomes anything, why not a woman?

Why are people putting a low res camera pic above the magazine scan? It seems clear that Jam's suit actor is actually a man looking at the magazine picture.

Well, at least we know from those scans we can confirm if Kaito can change back into his human form or not. Also it seems both of him and Kouta both face with inves backing them up from all three types, instead of a primary color as shown in the first episode.
